Ole Gunnar Solskjaer is undergoing a dormant transfer window thus far.

Manchester United have received a fresh offer for defender Chris Smalling from AS Roma, who are determined to sign the player on a permanent basis after a successful loan spell last season.

Chris Smalling left Old Trafford before the 2020/21 campaign began. Manager Ole Gunnar Solskjaer failed to promise regular game time to the defender in the midst of Harry Maguire’s impending arrival from Leicester City.

AS Roma came with an offer of a one-year loan offer in a deal worth three million euros. Smalling accepted the challenge to test himself in the Italian league. The 30-year-old established himself as one of the best central defenders in the Serie A.

On the back of a successful season away from Man United, Smalling has generated interest from a host of clubs in Italy and England. However, the English defender is keen to extend his stay with La Magica.

Despite the eagerness of all the involved parties to complete the deal, AS Roma chiefs have failed to convince the Manchester United counterparts with their financial proposals, which fall short of the Red Devils’ €20million valuation of Chris Smalling.

In the midst of a deadlock, Inter Milan had made an inquiry for Smalling with no further dialogues taking place thereafter. It is also understood that Newcastle United are monitoring the situation revolving around the Man United defender.

Paulo Fonseca, AS Roma manager, being one of the biggest admirers of Chris Smalling, has urged his paymasters to strike a deal with Man United to sign the player considered to be a vital part of the future project.

"Roma are reportedly offering €17m to complete a permanent move for Manchester United centre-back Chris Smalling. The offer consists of the initial €3m for the loan deal plus €14m for his permanent signature. Under new leadership, the financial constraints are expected to be lifted and a consensus between the clubs could be reached soon.

Currently, Man United fans are venting their frustrations across social media platforms due to lack of transfer activity in the market. The Reds are one of three clubs who are yet to sign a player this summer.

The United bosses are yet to make an official approach for Jadon Sancho, who is understood to be one of the prime transfer targets. Borussia Dortmund have declined to lower their demands, which stand at €120million.
