Looking at it this way, if the Ivorian was 23 or 24 would he have been a better player than some of the past Liverpool defenders mentioned or even the current defenders at the same age?
The answer would be a resounding yes. Touré was a world-class defender with trophies to prove it and what he lacked in height he certainly made up for it with his athleticism and hard style of play.
